The Ministry of Information, Communications and the Digital Economy (MoICDE), in partnership with the Communications Authority of Kenya, has officially released the draft for the Third National Broadband Strategy (NBS) 2025–2030. This ambitious roadmap aims to transform Kenya’s digital landscape over the next five years, and the government is calling on citizens, industry experts, and stakeholders to help refine the plan.

Building on the foundation of previous digital initiatives, the NBS 2025–2030 is designed to align with Kenya Vision 2030. The primary objective is to move beyond basic internet access, focusing instead on meaningful connectivity, ensuring that high-speed internet is not only available but also affordable and reliable for every Kenyan.

The strategy outlines several high-priority pillars, including:

  • Closing the Connectivity Gap: Expanding infrastructure into rural and previously unserved regions.
  • Digital Inclusion: Creating targeted programs for marginalized and vulnerable groups to ensure no one is left behind in the digital shift.
  • Economic Growth: Leveraging public-private partnerships to spark innovation and data-driven decision-making.

The government has identified eight critical thematic areas where it is seeking expert and public recommendations. These range from the legal and regulatory environment and infrastructure deployment to more nuanced issues such as data privacy, cybersecurity, and the role of county governments in expanding local network penetration.

“The development of this strategy has been highly consultative,” the Ministry noted in the official notice, emphasizing that the final document should reflect a broad national consensus between government, academia, and the private sector.

The Ministry has made the draft strategy available for public download HERE.

Members of the public are encouraged to submit written feedback or specific recommendations on any of the thematic areas. Submissions should be directed to the Principal Secretary, State Department for Broadcasting & Telecommunications, and can be sent via email to nbs@ca.go.ke with a copy to psbroadcasting@ict.go.ke.

The window for public participation is brief, with a firm deadline set for Friday, May 8, 2026, at 5:00 PM.
