The Independent Electoral and Boundaries Commission (IEBC) has officially launched a new digital registration framework as part of its Continuous Voter Registration (CVR) exercise.
According to IEBC Chairperson Erastus Ethekon, the commission is targeting the registration of 6.3 million new voters across the country, with a particular focus on young citizens who have recently turned 18.
This hybrid system modernizes the electoral infrastructure ahead of the 2027 General Election by combining online convenience with physical verification.
The process is designed to reduce wait times and administrative bottlenecks through a phased approach:
- Digital Pre-Registration: Eligible citizens can log into the IEBC digital portal to submit biographic information, including National ID or passport details, and select their preferred polling station.
- Physical Biometric Capture: After the online entry, applicants must visit a Huduma Centre or an IEBC constituency office. There, officials capture fingerprints, facial photos, and iris scans. For new registrations, applicants complete Form A, a statutory requirement.
- Verification and Confirmation: Upon completion, a registration acknowledgment slip is issued. While this slip serves as proof of registration, the IEBC notes it is not required for voting on election day. Voters can also verify their status through the official portal at verify.iebc.or.ke.
Beyond new registrations, the IEBC constituency offices provide additional services:
- Transfer of Registration: Registered voters who have moved can apply to change their polling station at the office in their new location.
- Correction of Details: Citizens may visit offices to update or correct existing voter records.
- Single Registration Rule: The commission reiterates that registering more than once is a legal offense.
Chairperson Ethekon has emphasized that the platform remains compliant with the Data Protection Act, ensuring the security of the national voter register.
Voter Eligibility and Requirements
To register, an individual must be of sound mind and must not have been convicted of an election offense in the preceding five years. The following criteria and documents are required:
